Why does my organisation need training?

Legal Reason

COSHH, regulations 8 and 12; Management Regulations, regulations 5, 7, 10 and 13; HSW Act, sections 2, 3 and 4. 

The duty holder should also ensure that all employees involved in work that may expose an employee or other person to legionella are given suitable and sufficient information, instruction and training. Training is an essential part of an employee's capability to carry out work safely (HSE ACOP L8)

Moral Reason

Individual managers who have either been appointed to be managerially responsible or who unknowingly have responsibilities for legionella control often do not have any form of either legionella awareness or responsible person training. Staff who also carry out routine legionella control measures will also require suitable training to help achieve a suitable level of competency.

The use of contractor's can be a useful addition to any organisation but ultimately it is the duty holder's responsibility to ensure the risk is controlled, Individuals can be prosecuted.
